The City of Edina operates under a “Plan B” council-manager form of government. The City Council is comprised of a Mayor and four Council members. The City Council, elected at-large on a non-partisan basis, determines all matters of policy and appoints the City Manager. The City Manager is responsible for implementing policies and carrying out the business of City government.
