The Homeland Security Technology Consortium (HSTech), Advanced Technology International (ATI), and TechConnect announced the Security Innovation Challenge and $25,000 prize for technology solutions that represent the cutting edge in identity management.
Challenge applicants should represent privacy-centric solutions for both civilian and federal applications in the areas of: pattern recognition software, real-time analytics platforms, sensors, scanners, imaging, cybersecurity platforms, data harmonization software, and artificial intelligence (AI) and machine learning (ML).

TechConnect will invite top-ranked applicants to pitch their solutions in-person to investment, industry and military tech scouts, as well as consortium representatives at Defense TechConnect Innovation Summit, which runs from September 26-29, 2022, in Washington, D.C. Pitch presenters will compete on-site for awards from the $25,000 prize pool. Additionally, qualified applicants receive a one-year free membership in HS Tech and access to engagement opportunities through the consortium.

While quantum computing is an emerging field, leading experts such as Arthur Herman, senior fellow and director of the Quantum Alliance Initiative at The Hudson Institute, believe that a Cryptographically Relevant Quantum Computer (CRQC), which is a quantum computer that can break current cryptography and will expose the world’s encrypted communications and data, will be available within the next 3-5 years. Additionally, nation-state attackers are currently stealing encrypted data which will be retroactively decrypted once a CRQC is available. This is a style of hacking known as “Steal Now, Decrypt Later” (SNDL), which is especially important to consider in the case of sensitive data – bank account information, electronic health records, national security information, etc. – that needs to remain secret for decades. As a result, on May 4, the White House mandated PQC compliance via the National Security Memorandum “Promoting United States Leadership in Quantum Computing While Mitigating Risks to Vulnerable Cryptographic Systems.” Additionally, the bipartisan Endless Frontiers Act would establish a Technology and Innovation Directorate at the National Science Foundation, which would use $100 billion in federal funds over five years to research emerging technologies including quantum computing, and specifically PQC. Organizations will need to follow suit to protect their data and communications from post-quantum cyberthreats.

The Government is leveraging QuSecure’s unique post-quantum cryptographic algorithm on its legacy systems at a combined Air Force, Space Force and NORAD location. The quantum-resilient deployment has 100-percent uptime protecting data that previously used standard encryption, with no increased bandwidth or latency issues through QuProtect’s quantum tunnel. Data currently being transmitted cannot be decrypted by others unless they have the QuProtect system, and any adversary collecting the protected data to store will be unlikely to decrypt it in the future, even with a quantum computer.

This historic event was possible due to activities around QuSecure’s evaluation for, and eventually winning, the Small Business Innovation Research (SBIR) Phase III Federal Government procurement contract for PQC solutions. Announced last month, QuSecure has been established as the Government’s leading provider of PQC solutions, setting the standard for Government’s PQC requirements. This is the Government’s first and only Phase III designation aimed at addressing end-to-end comprehensive solutions to the post-quantum threat, and further emphasizes today’s need to deploy PQC for classical and future quantum attacks.
Federal agencies participating in SBIR include the following agencies and departments: Small Business Administration, Agriculture, Commerce, Defense, Education, Energy, Health and Human Services, Homeland Security, Transportation, Environmental Protection, the National Aeronautics and Space Administration (NASA), and the National Science Foundation.
The Government’s deployment of QuSecure is being operated over an open Internet network on legacy equipment and systems. The winners of the NIST competition were announced on July 5.
