Contractors who don’t fully understand the rules governing personal and organizational conflicts of interest could be risking debarment and criminal liability throughout the procurement process from proposal preparation through contract performance.Contractors who do understand the rules, however, are in a much better position to comply and to compete. They know how to avoid actual (or even potential) organizational conflicts. They know how to recruit talent from the government and other contractors without violating post-employment restrictions.
