The federal model for IT has evolved, embracing the as-a-service model as the next step in implementing cloud computing. Agencies are increasingly acquiring cloud services to host their applications while adopting software development practices tailored to the virtualized, hybrid cloud environment. Multiple clouds in multiple geographies can enhance application performance and therefore service to both citizen and agency users. Management of multiple application and workload instances across multiple vendors’ clouds (and the agencies’ own data centers) presents new management challenges.
