The Ark-Tex Council of Governments (ATCOG) is a voluntary association of, by and for local governments in a ten county Northeast Texas and SW Arkansas region. ATCOG serves approximately 325,409 citizens covering a 6,400 square mile area that includes Bowie, Cass, Delta, Franklin, Hopkins, Lamar, Morris, Titus, Red River Counties (TX) and Miller County (AR). While we are a political subdivision of Texas and Arkansas, we do not have regulation or taxing authority.
