REQUEST FOR QUALIFICATIONS

Invest Atlanta is soliciting responses to this Request for Qualifications (“RFQ”) for interested and qualified firms or individuals wishing to provide services for the rehabilitation of owner occupied homes in Vine City/English Avenue within the Westside TAD Neighborhoods and Vine City Trust Fund Target Area (Exhibit A). BACKGROUND Invest Atlanta was created by the virtue of the Development Authorities Law, activated by a resolution of the Council of the City and currently operates as a public body corporate, politically and instrumentality of the State of Georgia. Invest Atlanta was established to promote the revitalization and growth of the city and serves as the City’s redevelopment agency pursuant to the Redevelopment Powers Law for the purpose of implementing redevelopment initiatives within the City’s ten tax allocation districts In 1989 the City of Atlanta, Fulton County, and the Georgia World Congress Center Authority established the Vine City Trust Fund. The fund was created to increase the supply of owner occupied housing, develop vacant lots, improve existing owner occupied structures, and encourage the conversion of single family rental properties into homeownership. Single family programs such as non-profit corporation bonds were issued to allow non-profits to construct as well as acquire land to help the Vine City neighborhood. Also a portion of the money was designated for mortgage loans, qualified rehab loans, and home improvement loans to help owner occupied housing.
