COVID-19 hit the construction industry like a tsunami. Almost all medium to large construction projects were shuttered as government leaders scrambled to protect the health of Americans. Today, however, even though the pandemic has not been contained, there is renewed interest in construction and reason for optimism. The immediate future is considerably brighter today than it was three months ago. Although construction projects are moving slower and fewer new ones being launched, there is definite movement. One year ago, construction projects were so abundant industry leaders warned of imminent danger related to America’s shortage of skilled construction workers, designers, and engineers. Those alarms are not as loud today, but that could change soon because new projects are being announced on a daily basis throughout the country. Officials at the Tampa International Airport placed approximately $906 million in construction projects on hold, but there’s little doubt that construction will begin again in the not too distant future. Air travel is down more than 95 percent, and urgency for planned expansions and upgrades is not as great. Many colleges and universities also have delayed projects. In fact, the University of Nebraska-Lincoln (UNL) put a two-year halt on construction planned for this month. A $155 million football facility near Memorial Stadium is delayed primarily because university officials anticipate a $50 million budget shortfall. There’s also uncertainty about when sports events can resume. But, more positive news may definitely be found in almost every state in the U.S. Here are just a few examples of upcoming construction projects in America. Louisiana The Louisiana State Legislature has approved $529 million for construction on university campuses. The University of Louisiana at Lafayette plans to spend $187,700 to repair Fletcher Hall and $16.4 million to renovate Madison Hall. Northwestern State University will receive $37.4 million for construction related to Kyser Hall. Louisiana Tech University plans to spend $40.5 million for a number of campus improvements, and Louisiana State University (LSU) has $227.7 million for construction projects. Southern University in Baton Rouge has planned renovations and expansions for about $18.2 million. North Carolina Wake County has approved a $1.47 billion budget and Capital Improvement Plan (CIP). It outlines construction projects at Wake Technical Community College that include new buildings on many campuses. One project outlined in the CIP is a new Emergency Operations Center, and other projects include a new Public Health Center, construction of training space at the Board of Elections Center, facility upgrades at Human Services Sunnybrook, a Facility Condition Assessment program, and vacant space build out for housing at Oak City Multi-Services Center. Missouri On June 2, North Kansas City Schools received approval for a $155 million zero-tax increase bond issue. Lee’s Summit voters also approved a new $224 million bond issue for various infrastructure projects in the R-7 School District. Some of the construction projects include a fourth middle school facility and renovations to the three existing middle school facilities. Voters approved a no-levy-increase bond question for $25 million for improvements to district facilities at Belton School District 124. Wisconsin The city of Sun Prairie has approved its 2021-2023 Capital Improvement Plan that includes many construction projects. The funding includes $7.4 million for phosphorous treatment and plant capacity upgrades at the Water Pollution Control Facility and $2.1 million for Sun Prairie Utility’s Business Park Substation expansion. Unfunded projects for 2021 include $3 million for a library expansion, a public works campus, and a Grans-Hepker intersection expansion. In 2022 the city will spend $7.4 million on street reconstruction. Another unfunded project for years 2022 and 2023 is a $5.7 million bathhouse renovation. New Jersey The New Jersey Turnpike Authority and the South Jersey Transportation Authority approved a toll increase to fund approximately $25 billion in construction over 10 years. Projects include the widening of 15 different sections of a turnpike, the replacement of a bridge between New Jersey and Pennsylvania, and upgrades to roadway tolling stations. The plan also calls for widening of a 13-mile section of the Expressway, construction of a direct connector to the Atlantic City Airport and installation of cashless toll equipment. The governor announced plans this week to develop an offshore wind port on an artificial island along the Delaware River, potentially giving the state a competitive edge in the race to attract offshore wind jobs and manufacturers. The project would be unlike anything yet proposed in the U.S. and its cost could be as high as $400 million. The New Jersey Economic Development Authority will lead development of the port with the hope of creating thousands of high paying jobs and establishing New Jersey as the national capital of ‘off shore wind’. Texas The Capital Area Metropolitan Planning Organization (CAMPO) Transportation Policy Board adopted a 2021-2024 Transportation Improvement Program (TIP) that has numerous major construction projects. It includes $633 million for the I-35 Capital Express project which will be sponsored by the Texas Department of Transportation (TxDOT). The TIP also outlines transportation plans from regional transportation entities including TxDOT-Austin District, Capital Metro, Capital Area Rural Transportation System, and other local sponsors that have federally funded or regionally significant projects. One project the board chose to maintain is construction of two lane frontage roads on U.S. Highway 183. That project is projected to cost approximately $75 million. Other projects in the CAMPO plan are: Slaughter Lane widening to six lanes from Brodie Lane to N. Mopac Expressway – $15.73 million; William Cannon widening to four lanes from McKinney Falls Parkway to Running Water Drive – $14.69 million; Braker Lane extension from Samsung Boulevard to Dawes Place – $14.05 million; University Boulevard reconstruction and widening to four lanes from County Road 110 to A.W. Grimes Road – $7.88 million; Gattis School Road Segment 6 widening to six lanes – $11.38 million; RM 967 widening from Oak Forest Drive to FM 1626 – $5.32 million; FM 621 widening from CR 266 to De Zavala Drive in Hays County – $5.1 million; SH 180 left turn lane installation and elimination of shoulder gap – $2.05 million; and, Hopkins Multi-use Bike-Pedestrian Facility construction – $2 million. Construction, engineering, architectural, and design firms will, no doubt, find immediate opportunities to contract with public officials. Additionally, as Congress begins to take up the task of developing an infrastructure bill, it is clear that construction projects will be hailed as the fastest way to stimulate the nation’s economy – a goal that has bipartisan support in America. Governments and public authorities, like any other part of society, are vulnerable to technological disruption. Many of the issues confronting the government today stem from the fight to combat the global COVID-19 pandemic. Government institutions frequently discover that by employing tactics and strategies similar to those used by industry and the private sector, they, too, could learn to be more flexible and agile in their response. As a result, they have experienced a faster rate of digital transformation. Wastewater is an integral part of public infrastructure, and contracting opportunities related to wastewater projects often represent multi-million-dollar efforts. However, because of their very nature, wastewater projects are often overlooked by companies. The projects, for some reason, rarely merit the type of visibility that road, bridge, and rail projects receive. The COVID-19 pandemic has curbed many things, including public initiatives, but numerous wastewater projects continue to be launched because they are considered critical. Almost all wastewater projects are necessary to either maintain or expand services that citizens must have without interruption. The following represents only a fraction of wastewater-related infrastructure project opportunities currently being planned throughout the U.S. Nebraska In June, the U.S. Department of Commerce’s Economic Development Administration awarded South Sioux City a $12.2 million grant for a wastewater treatment plant. The project, which will support business growth, will be launched in an area that suffered severe flood damage in 2019. The new plant will be built near an opportunity zone, and the grant, which will be matched with another $12.2 million in local funding, should result in the creation of about 60 jobs. This opportunity will move quickly because the completion date and the timeline established for full operation is less than two and a half years. Arizona The city of Buckeye has appropriated $3.1 million for construction of an additional discharge point for the Sundance Wastewater Reclamation Facility. Planning and design of the facility is scheduled to begin soon, and construction is planned for the city’s upcoming fiscal year. The city of Goodyear has announced plans to install wastewater collection lines as part of a 10-year infrastructure improvement plan which is necessary to support population growth. Funding for this project has been secured, and the city will invest more than $20.5 million in this particular construction project. Oklahoma One of the challenges with operating any wastewater treatment plant is odor control. In Oklahoma City, the water utilities trust has set aside $5.3 million in fiscal year 2021 to deal with that issue. Due to robust development within close proximity of treatment plants and lift stations, the city will install new odor control systems at various wastewater plants in areas where they are needed. To augment water supply and to expand the water reuse system, Oklahoma City also has planned other wastewater reuse improvements. A total of $31.4 million has been budgeted for these purposes. Oregon With the help of a $2.45 million Community Development Block Grant, the city of Ontario will, in the near future, enter the construction phase of a project to improve its wastewater system. The Oregon Department of Environmental Quality requires that wastewater discharge into the Snake River be at a limit for arsenic that is lower than the federal drinking water standard. To meet those requirements, the city has completed the final design and environmental assessment of wastewater system improvement needs and almost is ready to begin construction. Officials announced in July that funding has been secured. Minnesota In the city of Shakopee near Minneapolis, the Blue Lake Wastewater Treatment Plant produces Class A fertilizer. The decades-old wastewater solids drying facility is nearing the end of its useful life, and city officials have budgeted $3.1 million in plant design improvements for fiscal year 2021. The cost projection for the construction, which will follow quickly, has been estimated at $45.9 million. Completion of this project may extend over several years. The cities of Lake Elmo and Woodbury are collaborating on a project that will provide interceptor facilities to convey wastewater from portions of each city to the Metro Wastewater Treatment Plant in St. Paul. The estimated $5.6 million project budgeted for fiscal year 2021 calls for reconstruction of the Wilmes Lake force main. The project is critical because of population growth in this eastern portion of the Minneapolis metropolitan area. Both design and construction are scheduled to commence in fiscal year 2021. Texas The North Texas Municipal Water District, which serves customers in several DFW-area cities, has several wastewater projects slated for the summer and fall. The various projects include a $20 million improvement project for the South Mesquite Regional Wastewater Plant and a $50 million plus project to improve drainage at the Wilson Creek Regional Wastewater Plant. These projects are moving quickly, and interested contracting firms should seek more detailed information immediately. Washington The state’s Clean Water State Revolving Fund has awarded a $66 million low-interest loan to the city of Seattle for a Ship Canal Water Quality Project that consists of constructing a storage tunnel between the Ballard and Wallingford neighborhoods. The large-scale project will significantly reduce sewer outflows in the ship canal. The project, a joint effort between Seattle Public Utilities and the King County Department of Natural Resources, is slated for fiscal year 2021. The Eastsound Sewer and Water District has been granted $4.9 million from the Clean Water State Revolving Fund and has announced plans to upgrade its existing wastewater treatment facility. This project is necessary to address aging equipment, future flow and loading capacity, current standards for redundancy and reliability, and discharge permit requirements. This project also is scheduled for fiscal year 2021. Water, in all its many uses, is a precious asset, and when water issues are combined with environmental requirements, demand issues, or aging infrastructure, there is no option to delay necessary repair or expansion. Contracting opportunities for water projects throughout the country in the next decade will be exceedingly abundant. Bridges, a critical part of America’s infrastructure, need immediate attention. The U.S. Department of Transportation’s 2019 National Bridge Inventory database shows that 81,000 bridges should be replaced and more than 46,000 are structurally deficient. In spite of the data, millions of motorists cross these structurally deficient bridges every day. The American Road & Transportation Builders Association estimates that the cost to repair the country’s bridges is approximately $164 billion. If that statistic appears startling, consider this - at the current pace of repair, construction could easily take more than a half-century. Rhode Island currently has the highest percentage of structurally deficient bridges in the nation. Other bridges in disrepair include New York City’s Brooklyn Bridge, Washington, D.C.’s Theodore Roosevelt Bridge, and the San Mateo-Hayward Bridge that crosses San Francisco Bay. Time and the environment will continue to play a huge role in the deterioration of America’s bridges. Repair and reconstruction needs will only become greater. Hundreds of immediate projects are available for construction and engineering firms that perform bridge work. Illinois The Illinois Department of Transportation approved a $21.3 billion highway program this month to improve 8 million square feet of bridges and more than 3,300 miles of roads over the next six years. Of this amount, $3.15 billion has been allocated for the current fiscal year. An Interstate 80 project, with a cost projection of $1.1 billion to replace two bridges, will have funding disbursements that span from 2021 to 2026. In 2021, $74.5 million is allocated for replacements, superstructures, widening, reconstruction, new construction engineering, and utility adjustments. Many additional projects are outlined in the state’s transportation plan. North Carolina Beaufort County will receive $120 million from the state to fund what is referred to as the U.S. 278 corridor project. This project will overhaul the only connection between Hilton Head Island and the mainland. Cost projections exceed $272 million. Components of the project include widening the entire corridor to six lanes, adding right-turn only exits off U.S. 278, and building an underpass on Pinckney Island. Another part of the project involves the construction of a multi-use pathway over the bridge. Maryland Prince George’s County has released its 2021-2026 Proposed Capital Improvement Program and Budget for the Department of Public Works and Transportation. One project is the replacement of a 30-foot concrete bridge in Clinton over Piscataway Creek at a cost of $5.7 million. Design of the bridge is scheduled for 2021, and construction will begin in 2022. The Livingston Road Bridge, another structure that crosses the Piscataway Creek, will be replaced at a cost of $8.4 million. A total of $29.6 million will be dispersed from 2021-2026 to fund the replacements or rehabilitation of county bridges in the state. Maine This state currently has 314 bridges in poor condition, the seventh-highest percentage in the country. Bridges in Maine are inspected every two years and receive posted warnings or become closed when there is danger to the public. Many of the state’s bridges are more than 90 years old. Approximately $38.1 million in federal funding has been secured, and seven bridges have been selected for repair as part of the National Highway Freight System program. The Maine Department of Transportation will contribute another $14 million and construction is expected to begin 2022. The bridges include Interstate 95 over Webb Road in Waterville, I-95 over Broadway in Bangor, Main Street Bridge in Solon, Red Bridge in Rumford, and the double bridge on Stillwater Avenue in Old Town. Arkansas The Fort Smith Board of Directors, Arkansas & Missouri Railroad, and the Western Arkansas Planning and Development District agreed July 21 to facilitate a $15 million project to repair a railroad line. The district will manage the procurement of engineering services, as well as procurement and supervision of the construction contract for the renovation of the Arkansas River railroad lift bridge and wooden trestles from Fort Smith to Missouri. The district also will manage other procurement responsibilities for two railroad bridges in Crawford County. Louisiana Funding has been approved through an agreement with the Louisiana Department of Transportation and Development (LDOTD) for the replacement of the Cheniere spillway and bridge. In 2019, the LDOTD announced it would contribute $4 million to replace the bridge and substitute a fix-crested weir for the parish-owned spillway. A weir is a low dam built across a river to raise the level of water upstream or regulate its flow. The bridge and spillway were damaged by floods and the LDOTD agreed to fund the repair. Procurements for the project will begin soon as construction is also slated for 2020. In the city of Baton Rouge, planning will begin soon on a new Mississippi River bridge after LDOTD finalized an agreement July 7 with an engineering firm on a $5 million planning and advisory contract. The contractor will be responsible for developing a purpose and need statement, producing a navigational analysis, and analyzing various traffic models for this more than $1 billion project. The state has a backlog of road and bridge projects that totals more than $14 billion. The Capital Area Road and Bridge District will consider alternative funding methods for the new bridge, including tolls, public-private partnerships, and state funds. The project is moving rather rapidly. There will be no shortage of opportunities for companies interested in bridge construction and repairs throughout the country.
