The House of Representatives laid out an infrastructure plan on June 18 – an expensive one with a price tag of approximately $1.5 trillion. It will not, of course, pass Congress in its current state, but it promises to start the critical and overdue conversation in Washington about infrastructure. But, there’s an omission that hopefully will be addressed and debated in Congress. The new plan makes little mention of funding for America’s outdated public technology infrastructure. Yet, the nation’s technology is a critical component of its infrastructure. Some leaders hope to make Congress aware of the challenges public officials face as they try to manage with old legacy technology systems that should have been replaced a decade ago. Broadband will likely be addressed, but all kinds of other technology assets need attention as well. When taxpayers think about what infrastructure should include, there is not a consensus. Roads and bridges are certainly considered as public assets and will be included in every discussion of infrastructure. Water, power, schools, health care, and even the Postal Service are named in the new plan that passed the House of Representatives. But, the new bill, which is called the Moving Forward Act, does not mention government’s basic technology infrastructure. One definition of infrastructure is “the basic physical and organizational structures and facilities needed for the operation of a society or enterprise.” Surely, technology falls into that category. There’s no argument that America’s global economic future depends on its technology infrastructure as well as its transportation infrastructure. But, public officials in governmental entities throughout the country attempt to provide services on old legacy systems that are decades past replacement stages. Public databases and networks are vulnerable to cyberattacks. The technology found in cities, counties, school districts, and governmental agencies is more than old and inadequate it is simply unreliable and in some instances could be considered dangerous. In a world of ‘big data’, artificial intelligence, cloud computing, apps, the Internet of Things (IoT), and extreme security requirements, government technology assets lag too far behind in America. Public officials don’t have funding to replace the antiquated technology systems. As Congress debates infrastructure reform, technology should be a part of the conversation. Those in agreement that the national debt does not need another $1.5 trillion hit may advocate for ways to encourage private sector funding for the many needs of infrastructure. Collaborative initiatives could be structured in the final infrastructure bill so that there are incentives for alternative funding and private sector expertise, as well as guidelines to protect taxpayers and public agencies. The inclusion of technology needs in any infrastructure discussion is, at the very least, worthy of discussion. As federal agencies continue to support large numbers of remote workers, IT leaders have started to evolve their thinking on zero-trust security architectures. Increasingly, they are becoming more comfortable with the concept and are seeking to lay the foundation for deployments. Zero trust represents a mindset shift in cybersecurity in which every transaction is verified before access is granted to users and devices. In the federal government, it is still a relatively nascent approach, with some pilot programs here and there. However, IT leaders seem to recognize that cybersecurity models are increasingly going to be defined by a zero-trust architecture.

While congressional leaders work diligently to develop the next COVID recovery bill, other interesting legislation also is being discussed. Many of the conversations focus on public funding options after COVID-19. There are no disagreements when it comes understanding the critical funding needs that will be front and center for cities, counties, states, schools, and hospitals as the country begins to emerge from a total focus on the coronavirus. Many public projects and initiatives will have to be addressed. First of all, crumbling, inefficient and unsafe infrastructure, of all types, must be a priority. Secondly, jobs will be a critical component of the successful re-establishment of economic stability. It is already apparent that a great deal of new funding will flow to long-standing federal programs. That’s a good thing because public officials already are aware of how those programs function. However, a number of new bills under discussion relate to the provision of additional and innovative ways for governmental entities to secure funding for projects that would stimulate the economy, create jobs, and address aging infrastructure. One particularly interesting new concept being evaluated is tax-exempt COVID recovery bonds. The current discussions focus on a federal COVID recovery bonding program that would be launched with approximately $25 billion. A small number of states have already initiated programs such as this on a smaller scale. The funding would be allocated to states based on population. From the governor’s office in each state, funding could be disbursed for projects of specific types. If COVID recovery bonds become a reality, the program would provide another way for public entities to secure funding that does not come solely from public coffers. Individual private sector contractors, investors, and organizations would provide the funding and work collaboratively with public officials. This program would be somewhat similar to private activity bonds which provide alternative funding for public initiatives. The new COVID recovery bonds would be tax exempt when used for permitted purposes such as financing airport, port, transportation, sewage, water, solid waste disposal, certain facilities, and other projects. In the following weeks and months, taxpayers and citizens should watch with eager anticipation. Congressional actions will boost America’s economic recovery and stabilize governmental organizations throughout the country. Inaction is a possibility, too, but that would risk missing out on recovery opportunities. Congressional representatives base their actions and their votes on input from constituents they represent. There are times when citizens, whatever their opinions, should provide input to elected representatives. This is one of those times. Federal agencies design a wide range of tools, equipment, vehicles and even rockets. Computer-aided design (CAD) technology allows agencies and users to create digital designs more efficiently. CAD is used for a lot more than designing buildings, but is a basic building block of a more advanced tool known as Building Information Modeling, or BIM. CAD can be used to render 2D digital models of products, equipment and buildings. BIM takes those efforts to the next level and serves as a 3D design tool to “create and simulate how a building would operate,” says Andrew Friendly, associate vice president of government affairs at Autodesk, a leading CAD and BIM firm.
