Annual Report on the Federal Work Force Part I

The United States Equal Employment Opportunity Commission (EEOC or Commission) was
established by Title VII of the Civil Rights Act of 1964 (Title VII), as amended, with the original
mission of eradicating discrimination in employment on the bases of race, color, religion, sex,
and national origin. Since 1964, EEOC’s role has expanded beyond Title VII. In the federal
sector, the agency currently has responsibilities under the following nondiscrimination laws as
well: the Equal Pay Act of 1963 (EPA), as amended, which prohibits employment discrimination on the basis of gender in compensation for substantially similar work performed under similar conditions; the Age Discrimination in Employment Act of 1967 (ADEA), as amended, which
prohibits employment discrimination on the basis of age (40 years of age and older); the Rehabilitation Act of 1973 (Rehabilitation Act), as amended, which prohibits employment discrimination against federal employees and applicants with disabilities, and requires that reasonable accommodations be provided; and the Genetic Information Nondiscrimination Act of 2008 (GINA), which prohibits employment discrimination on the basis of genetic information.
EEOC’s Office of Federal Operations (OFO) adjudicates discrimination complaint appeals in
the federal sector and monitors federal agency compliance with equal employment
opportunity (EEO) laws and procedures. OFO also reviews and assesses the effect of federal
agencies’ compliance with requirements to maintain continuing affirmative employment
programs to promote equal employment opportunity and to identify and eliminate barriers to
equality of employment opportunity.
