In response to the EO, this report provides DoD's assessment of defense critical supply chains in order to improve our capacity to defend the Nation.

Trade was not such a controversial topic not so long ago. For most of the post-war era trade worked well for the US and for many other countries. A bipartisan consensus supported continuing trade liberalization as long as it was accompanied by full employment. However trade always had winners and losers as economies adjust to different costs of production among trading partners and over the last few decades the number of US workers losing from trade mounted and the losses spread across hard hit communities. For these and other reasons, trade has become so controversial that it is now a key pivot point in politics and elections in the US.

Cyberattacks are conducted via cyberspace and target an enterprise’s use of cyberspace for the purpose of disrupting, disabling, destroying, or maliciously controlling a computing environment or infrastructure; or destroying the integrity of the data or stealing controlled information.1 Recent cyberattacks such as those executed against SolarWinds and its customers, and exploits that take advantage of vulnerabilities such as Log4j, highlight weaknesses within software supply chains, an issue which spans both commercial and open source software and impacts both private and Government enterprises. Accordingly, there is an increased need for software supply chain security awareness and cognizance regarding the potential for software supply chains to be weaponized by nation state adversaries using similar tactics, techniques, and procedures (TTPs).

Like many state governments, South Dakota has a large workforce. Managing payroll and benefits for 18,000 current employees and retirees is no easy task, and paper-based processes made it more complex and inefficient. South Dakota needed to move away from manual processes where employees submitted paper forms to HR personnel, who then re-entered the information into a database. State leaders wanted to transition to self-service tools that let employees do things like change their direct deposit information, update their tax withholding and provide a new address — all in just a few clicks.

Infrastructure—for example, transportation, power, water, and telecom systems—underpins economic activity and catalyzes growth and development. The world spends more than $2.5 trillion a year on infrastructure, but $3.7 trillion a year will be needed through 2035 just to keep pace with projected GDP growth.1 National, state, and local governments are devoting increased amounts of capital to meet these needs, and for good reason. The McKinsey Global Institute estimates that infrastructure has a socioeconomic rate of return around 20 percent.2 In other words, $1 of infrastructure investment can raise GDP by 20 cents in the long run.
