Question for President Trump: Can the U.S. Economy Still Grow at 3%?

Given Wall Street whispers of a very European 1-handle for second-quarter GDP growth, the Trump White House might well have been pleased with the (preliminary) 2.1% number. Although the economy slowed from Q1’s 3.1% pace, it was “a better-than-anticipated outcome,” according to JPMorgan. Thanks, American consumer! And thanks American taxpayer, too, since solid government spending also helped. But no thanks to American business, whose capital spending contracted by 0.6%. Another sign, perhaps, that the Trump trade war is offsetting the Trump tax cuts. (At least that’s JPMorgan’s theory.) While it’s good that the record-long economic expansion continues to roll in year ten, one led by consumer/government spending rather than business investment is not the boom you’re looking for.

Wastewater projects can rarely be delayed; contracting opportunities are abundant

Wastewater is an integral part of public infrastructure, and contracting opportunities related to wastewater projects often represent multi-million-dollar efforts. However, because of their very nature, wastewater projects are often overlooked by companies. The projects, for some reason, rarely merit the type of visibility that road, bridge, and rail projects receive. The COVID-19 pandemic has curbed many things, including public initiatives, but numerous wastewater projects continue to be launched because they are considered critical. Almost all wastewater projects are necessary to either maintain or expand services that citizens must have without interruption. The following represents only a fraction of wastewater-related infrastructure project opportunities currently being planned throughout the U.S. Nebraska In June, the U.S. Department of Commerce’s Economic Development Administration awarded South Sioux City a $12.2 million grant for a wastewater treatment plant. The project, which will support business growth, will be launched in an area that suffered severe flood damage in 2019. The new plant will be built near an opportunity zone, and the grant, which will be matched with another $12.2 million in local funding, should result in the creation of about 60 jobs. This opportunity will move quickly because the completion date and the timeline established for full operation is less than two and a half years. Arizona The city of Buckeye has appropriated $3.1 million for construction of an additional discharge point for the Sundance Wastewater Reclamation Facility. Planning and design of the facility is scheduled to begin soon, and construction is planned for the city’s upcoming fiscal year. The city of Goodyear has announced plans to install wastewater collection lines as part of a 10-year infrastructure improvement plan which is necessary to support population growth. Funding for this project has been secured, and the city will invest more than $20.5 million in this particular construction project. Oklahoma One of the challenges with operating any wastewater treatment plant is odor control. In Oklahoma City, the water utilities trust has set aside $5.3 million in fiscal year 2021 to deal with that issue. Due to robust development within close proximity of treatment plants and lift stations, the city will install new odor control systems at various wastewater plants in areas where they are needed. To augment water supply and to expand the water reuse system, Oklahoma City also has planned other wastewater reuse improvements. A total of $31.4 million has been budgeted for these purposes. Oregon With the help of a $2.45 million Community Development Block Grant, the city of Ontario will, in the near future, enter the construction phase of a project to improve its wastewater system. The Oregon Department of Environmental Quality requires that wastewater discharge into the Snake River be at a limit for arsenic that is lower than the federal drinking water standard. To meet those requirements, the city has completed the final design and environmental assessment of wastewater system improvement needs and almost is ready to begin construction. Officials announced in July that funding has been secured. Minnesota In the city of Shakopee near Minneapolis, the Blue Lake Wastewater Treatment Plant produces Class A fertilizer. The decades-old wastewater solids drying facility is nearing the end of its useful life, and city officials have budgeted $3.1 million in plant design improvements for fiscal year 2021. The cost projection for the construction, which will follow quickly, has been estimated at $45.9 million. Completion of this project may extend over several years. The cities of Lake Elmo and Woodbury are collaborating on a project that will provide interceptor facilities to convey wastewater from portions of each city to the Metro Wastewater Treatment Plant in St. Paul. The estimated $5.6 million project budgeted for fiscal year 2021 calls for reconstruction of the Wilmes Lake force main. The project is critical because of population growth in this eastern portion of the Minneapolis metropolitan area. Both design and construction are scheduled to commence in fiscal year 2021. Texas The North Texas Municipal Water District, which serves customers in several DFW-area cities, has several wastewater projects slated for the summer and fall. The various projects include a $20 million improvement project for the South Mesquite Regional Wastewater Plant and a $50 million plus project to improve drainage at the Wilson Creek Regional Wastewater Plant. These projects are moving quickly, and interested contracting firms should seek more detailed information immediately. Washington The state’s Clean Water State Revolving Fund has awarded a $66 million low-interest loan to the city of Seattle for a Ship Canal Water Quality Project that consists of constructing a storage tunnel between the Ballard and Wallingford neighborhoods. The large-scale project will significantly reduce sewer outflows in the ship canal. The project, a joint effort between Seattle Public Utilities and the King County Department of Natural Resources, is slated for fiscal year 2021. The Eastsound Sewer and Water District has been granted $4.9 million from the Clean Water State Revolving Fund and has announced plans to upgrade its existing wastewater treatment facility. This project is necessary to address aging equipment, future flow and loading capacity, current standards for redundancy and reliability, and discharge permit requirements. This project also is scheduled for fiscal year 2021. Water, in all its many uses, is a precious asset, and when water issues are combined with environmental requirements, demand issues, or aging infrastructure, there is no option to delay necessary repair or expansion. Contracting opportunities for water projects throughout the country in the next decade will be exceedingly abundant. How local government scaled up for remote workers

The biggest IT challenge local governments faced during the COVID-19 pandemic has been scaling existing infrastructure to accommodate many more workers than they had planned for, IT leaders said during a June 17 panel discussion. “Our remote access solution was originally scaled for a major snow day, not for 3,000 to 4,000 remote users,” Charles Gore, IT security manager for Loudoun County, Va., said during a webinar presented by CompTIA’s Public Technology Institute. “We were looking at 500 users remote. We had to spread the scoping across multiple technologies, which we had, but we needed to very quickly adjust to accommodate the new users.”

3 Ways Analyzing Patent Trends Pays

The United States Patent and Trademark Office (USPTO) issued its 10 millionth patent number in June 2018 and continues to go strong. In fact, according to a PatentlyO.com-published report, “We are about three-fourths of the way through fiscal year 2019 (ends September 30, 2019) and the USPTO is on-track to issue the most patents ever in a single year period,” with the author forecasting, “330,000 issued utility patents, which is up about five percent from the prior one-year high in 2017.” While these kinds of milestones have created much ado about patents that have changed the world, including a number of popular culture pieces, the unfortunate truth remains that a great number of organizations don’t really understand how powerfully advantageous a tool patents can be. As the pace of patent filings quicken—noting that it took fully 121 years to issue the first million patents but only three years to move from nine to ten million—businesses that understand how to analyze, identify and capitalize on various intellectual property (IP) trends can dramatically hasten and increase value creation, and valuation, within their companies. One Year In, Cyber Executive Order Progress is Under Way, But Early Stage

Ninety-one percent of Federal cybersecurity decision-makers say the 2021 Executive Order (EO) on Improving the Nation’s Cybersecurity has made U.S. data and critical infrastructure safer, but just 28 percent say significantly safer, according to Impact Assessment: Cyber EO Year One, a new study from MeriTalk, a public-private partnership focused on improving the outcomes of government information technology (IT). The report explores perspectives on progress against Cyber EO goals, identifies what successful agencies do differently, and finds the fault lines where agency cyber leaders say they need more help to succeed. Most Federal cyber decision-makers (78 percent) agree the steps outlined in the Cyber EO are necessary to protect our nation. Implementing software supply chain security and migrating to a zero-trust architecture are the two most important factors for national cybersecurity, the research highlights. And, while just 15 percent have seen tangible improvements because of EO efforts to date, a significant portion expects to see an impact within the next year. Federal cyber leaders confirm initial progress in areas including vulnerability detection, software supply chain security, vulnerability response, and investigative and remediation capabilities. Just over half confirm IT management and staff are placing increased priority on cybersecurity, and just over half are collecting more cyber data than in the past. But, across the board, progress against EO goals is still in the early stages. Fewer than half rate their agencies’ progress against key EO goals as “excellent.” For example, 36 percent rate progress toward creating a formal strategy as excellent; 34 percent rate progress toward investing in endpoint detection and response (EDR) as excellent; and, 33 percent rate progress migrating to secure cloud solutions, as excellent. When asked about the importance of zero trust, 82 percent agree that allocating staff and budget resources to zero trust is vital to national security and almost all, 96 percent, agree the Federal zero trust strategy is somewhat or very helpful. Despite the high priority, just 30 percent of Federal cyber decision-makers rate their zero trust progress as “excellent” and many, 67 percent, say the EO’s three-year window for implementing a zero trust architecture is not realistic. Zero Trust is the gold standard for cybersecurity, so we're encouraged to see the EO is prioritizing that approach. In addition, cloud-native endpoint detection and response capabilities can significantly strengthen the cybersecurity posture for the federal government, especially when integrated with other security capabilities including identity security, threat intelligence, and managed threat hunting. These concepts have become cybersecurity best practices for the private sector’s most technologically advanced businesses, and we encourage the public sector to continue to embrace these technologies and strategies.” Drew Bagley, vice president and counsel for Privacy and Cyber Policy, CrowdStrike “Getting to zero trust is not easy. The detail provided in the multi-step guidance from OMB provides a path, but there is no single box you can buy to meet the varied needs of the five zero trust pillars,” says Stephen Kovac, Chief Compliance Officer and Head of Global Government Affairs, Zscaler. “You need multiple solutions from varying vendors that work together with seamless integration to achieve true zero trust – it is a team sport. OMB has done a good job in helping to define those rules, with rule one being to keep users off the network. If they can’t reach you, they can’t breach you.” Funding is another roadblock. Just 14 percent report they have all funding needed to meet Cyber EO requirements. One-third say they have half, or less than half, of the funding needed. “The sea change is the focus on comprehensive cyber resiliency,” says Nicole Burdette, principal, MeriTalk. “The EO provided direction, and Federal cyber leaders are now doing the hard work. But progress requires sustained funding and resource commitment. The research shows the gaps.” “The U.S. federal government is taking important steps to improve the nation’s cybersecurity posture,” said Dave Levy, Vice President of U.S. Government, Nonprofit, and Healthcare at Amazon Web Services (AWS). “In the Cyber EO, the White House directs federal agencies to adopt security best practices, implement zero trust architectures, and accelerate migration to secure cloud services. Organizations of all sizes should consider similar principles and practices to enhance their cybersecurity and protect employees and sensitive data against cyberattack.” What are the leaders doing differently? Cyber EO champions (leaders who give their agency’s EO progress an A) are predictably more likely than their peers to say they have all the funding they need. They are also more likely to have their chief information officer (CIO) leading their zero-trust implementation (67 percent to 28 percent). When asked for perspectives on what’s needed to achieve cyber progress, the research identified the Federal wish list: Workforce training and expertise Stronger executive buy-in Detailed direction from agency IT leadership Centers of Excellence (COEs) in the government to lend expertise Three-fourths of Federal cyber decision-makers also say the EO should have been more authoritative with private-sector directives. The Impact Assessment: Cyber EO Year One report is based on an online survey of more than 150 Federal cybersecurity decision-makers familiar with their agencies’ cybersecurity initiatives, including zero trust strategies, in March 2022 and is underwritten by Amazon Web Services (AWS), CrowdStrike, and Zscaler. The report has a margin of error of ±7.7 percent at a 95 percent confidence level. One Year In, Cyber Executive Order Progress is Under Way, But Early Stage

Ninety-one percent of Federal cybersecurity decision-makers say the 2021 Executive Order (EO) on Improving the Nation’s Cybersecurity has made U.S. data and critical infrastructure safer, but just 28 percent say significantly safer, according to Impact Assessment: Cyber EO Year One, a new study from MeriTalk, a public-private partnership focused on improving the outcomes of government information technology (IT). The report explores perspectives on progress against Cyber EO goals, identifies what successful agencies do differently, and finds the fault lines where agency cyber leaders say they need more help to succeed. Most Federal cyber decision-makers (78 percent) agree the steps outlined in the Cyber EO are necessary to protect our nation. Implementing software supply chain security and migrating to a zero-trust architecture are the two most important factors for national cybersecurity, the research highlights. And, while just 15 percent have seen tangible improvements because of EO efforts to date, a significant portion expects to see an impact within the next year. Federal cyber leaders confirm initial progress in areas including vulnerability detection, software supply chain security, vulnerability response, and investigative and remediation capabilities. Just over half confirm IT management and staff are placing increased priority on cybersecurity, and just over half are collecting more cyber data than in the past. But, across the board, progress against EO goals is still in the early stages. Fewer than half rate their agencies’ progress against key EO goals as “excellent.” For example, 36 percent rate progress toward creating a formal strategy as excellent; 34 percent rate progress toward investing in endpoint detection and response (EDR) as excellent; and, 33 percent rate progress migrating to secure cloud solutions, as excellent. When asked about the importance of zero trust, 82 percent agree that allocating staff and budget resources to zero trust is vital to national security and almost all, 96 percent, agree the Federal zero trust strategy is somewhat or very helpful. Despite the high priority, just 30 percent of Federal cyber decision-makers rate their zero trust progress as “excellent” and many, 67 percent, say the EO’s three-year window for implementing a zero trust architecture is not realistic. Zero Trust is the gold standard for cybersecurity, so we're encouraged to see the EO is prioritizing that approach. In addition, cloud-native endpoint detection and response capabilities can significantly strengthen the cybersecurity posture for the federal government, especially when integrated with other security capabilities including identity security, threat intelligence, and managed threat hunting. These concepts have become cybersecurity best practices for the private sector’s most technologically advanced businesses, and we encourage the public sector to continue to embrace these technologies and strategies.” Drew Bagley, vice president and counsel for Privacy and Cyber Policy, CrowdStrike “Getting to zero trust is not easy. The detail provided in the multi-step guidance from OMB provides a path, but there is no single box you can buy to meet the varied needs of the five zero trust pillars,” says Stephen Kovac, Chief Compliance Officer and Head of Global Government Affairs, Zscaler. “You need multiple solutions from varying vendors that work together with seamless integration to achieve true zero trust – it is a team sport. OMB has done a good job in helping to define those rules, with rule one being to keep users off the network. If they can’t reach you, they can’t breach you.” Funding is another roadblock. Just 14 percent report they have all funding needed to meet Cyber EO requirements. One-third say they have half, or less than half, of the funding needed. “The sea change is the focus on comprehensive cyber resiliency,” says Nicole Burdette, principal, MeriTalk. “The EO provided direction, and Federal cyber leaders are now doing the hard work. But progress requires sustained funding and resource commitment. The research shows the gaps.” “The U.S. federal government is taking important steps to improve the nation’s cybersecurity posture,” said Dave Levy, Vice President of U.S. Government, Nonprofit, and Healthcare at Amazon Web Services (AWS). “In the Cyber EO, the White House directs federal agencies to adopt security best practices, implement zero trust architectures, and accelerate migration to secure cloud services. Organizations of all sizes should consider similar principles and practices to enhance their cybersecurity and protect employees and sensitive data against cyberattack.” What are the leaders doing differently? Cyber EO champions (leaders who give their agency’s EO progress an A) are predictably more likely than their peers to say they have all the funding they need. They are also more likely to have their chief information officer (CIO) leading their zero-trust implementation (67 percent to 28 percent). When asked for perspectives on what’s needed to achieve cyber progress, the research identified the Federal wish list: Workforce training and expertise Stronger executive buy-in Detailed direction from agency IT leadership Centers of Excellence (COEs) in the government to lend expertise Three-fourths of Federal cyber decision-makers also say the EO should have been more authoritative with private-sector directives. The Impact Assessment: Cyber EO Year One report is based on an online survey of more than 150 Federal cybersecurity decision-makers familiar with their agencies’ cybersecurity initiatives, including zero trust strategies, in March 2022 and is underwritten by Amazon Web Services (AWS), CrowdStrike, and Zscaler. The report has a margin of error of ±7.7 percent at a 95 percent confidence level.
